YouMail: 85,133,200 robocalls in 2025, 57,161,100 in 2026 YTD. 4,902 DNC complaints — 545 per 100,000.

Federal floor: TCPA $500 / $1,500. Four years.

South Dakota layer:

  • State consumer-protection / telemarketing rules and AG enforcement.
  • No Florida-style private $500 mini-TCPA. The per-call private engine is the TCPA.
  • South Dakota signed the 49-AG FCC carrier letters.

What changed: No 2026 mini-TCPA. The live fact is under-reporting in a small state.

Left on the table: 4,902 × $500 ≈ $2.5 million. × $1,500 ≈ $7.4 million.
