Rhode Island Quarterly Law Update: One of Two States Where Complaints Fell — and the TCPA Did Not Take the Year Off

State-by-State Updates

4,836 DNC complaints — 441 per 100,000. Rhode Island and Delaware were the only declines in the country. That is not the same thing as the calls stopping. A small state with a falling complaint rate is exactly where callers hide.

Federal floor: TCPA $500 / $1,500.

Rhode Island layer:

  • State Deceptive Trade Practices Act and telemarketing rules; AG enforcement.
  • No Florida-style private $500 mini-TCPA. The per-call private claim is the TCPA.
  • Rhode Island signed the 49-AG FCC letters.

What changed: The complaint dip. Do not read it as victory. Read it as fewer people reporting.

Left on the table: 4,836 × $500 ≈ $2.4 million. × $1,500 ≈ $7.3 million.
