Oklahoma Quarterly Law Update: OTSA Stacks $500–$1,500 on the TCPA, 817 Million Robocalls, and Three Calls in 24 Hours Is the Line

State-by-State Updates

YouMail: 816,936,200 robocalls in 2025, 450,006,100 in 2026 YTD. Oklahoma City is a recurring top-25 U.S. metro. 34,510 DNC complaints — 864 per 100,000, 11th in the FTC book, up 29.9%. YouMail flagged Oklahoma as a late-2025 monthly riser.

Federal floor: TCPA $500 / $1,500.

Oklahoma layer — Telephone Solicitation Act of 2022, 15 O.S. § 775C.1 et seq.:

  • Private action, § 775C.6: greater of actual damages or $500. Willful or knowing: court may treble to $1,500.
  • Stacks with TCPA. Same automated sales call can be $1,000–$3,000.
  • Hours 8 a.m.–8 p.m. Three calls per 24 hours. State registry. Texts are in the commercial-solicitation definitions.
  • Registration with the AG.

What changed: The Act has been live since November 1, 2022. 2025–26 is the stretch where plaintiff firms and compliance shops treat Oklahoma like Florida-lite. No repeal.

Left on the table: 34,510 × $500 ≈ $17.3 million federal floor. × $1,500 ≈ $51.8 million. Stack OTSA and the same complaint file roughly doubles.
