State-by-State Updates

YouMail: 2,395,731,200 robocalls in 2025, 1,537,423,100 in 2026 YTD. November 2025: 182.9 million in a single month, #5 in the country. Charlotte is a national top-15 city. 92,392 DNC complaints — 873 per 100,000, 9th in the FTC book, up 12.2%.

Federal floor: TCPA $500 / $1,500.

North Carolina layer:

  • State telephone-solicitation / consumer-protection rules and AG enforcement.
  • Mini-TCPA bills have been in the pipeline. Nothing in force as of this update matches Oklahoma’s private $500 ticker. Use the TCPA now.
  • North Carolina signed the 49-AG FCC letters.

What changed: Volume, not a new code section. Two-point-four billion estimated robocalls is a campaign state, not a flyover.

Left on the table: 92,392 × $500 ≈ $46.2 million. × $1,500 ≈ $138.6 million.

Register at donotcall.gov. Log the 704, 980, 919, and 336 spoofs. Report to the North Carolina AG consumer protection division. Use the North Carolina Playbook.
