YouMail put 133,838,100 robocalls into New Mexico so far in 2026. 12,224 DNC complaints in 2025 — 578 per 100,000, up 18.7%.

Federal floor: TCPA $500 / $1,500. Four years.

New Mexico layer:

  • State telemarketing / Unfair Practices Act rules and AG enforcement.
  • No Florida-style private $500 mini-TCPA. The per-call private engine is the TCPA.
  • New Mexico signed the 49-AG FCC carrier letters.

What changed: No 2026 mini-TCPA. The live fact is volume into a smaller state that callers treat as empty desert.

Left on the table: 12,224 × $500 ≈ $6.1 million. × $1,500 ≈ $18.3 million.
