Minnesota Quarterly Law Update: 422 Million Robocalls, AG Ellison at the FCC, and a Telephone Solicitation Statute on Top of $500–$1,500

State-by-State Updates

YouMail: 421,897,800 robocalls in 2025, 277,827,200 in 2026 YTD. 29,991 DNC complaints — 525 per 100,000, up only 2.5%. That looks calm on a chart. It is not calm on a dinner table.

Federal floor: TCPA $500 / $1,500.

Minnesota layer:

  • Minn. Stat. § 325E.26–325E.316 (Telephone Solicitation Regulation). State DNC rules, caller-ID, and AG enforcement.
  • Minnesota Consumer Fraud Act theories travel with a deceptive sale.
  • No Florida-style private $500 mini-TCPA. The per-call private engine is the TCPA.

What changed: Attorney General Keith Ellison co-led 2026 FCC comments with North Dakota on “know your upstream provider” carrier rules. That is public enforcement. Your private file is still the call log.

Left on the table: 29,991 × $500 ≈ $15.0 million. × $1,500 ≈ $45.0 million.
