Michigan Quarterly Law Update: 1.5 Billion Robocalls, Detroit in the Top 10, and a Consumer Protection Act Waiting Behind the TCPA

By Christopher Prosser, BA AA, CLA • September 10, 2026

State-by-State Updates

YouMail: 1,481,362,500 robocalls in 2025, 964,194,500 in 2026 YTD. Detroit is a recurring national top-10 metro. 86,552 DNC complaints — 861 per 100,000, 12th in the FTC book, up 33.1%.

Federal floor: TCPA $500 / $1,500.

Michigan layer:

  • Michigan Consumer Protection Act, MCL § 445.901 et seq. Unfair or deceptive telemarketing is in bounds. Private remedies include actual damages and, in proper cases, fees.
  • Michigan has been on the watch list for mini-TCPA bills. Nothing in force as of this update matches Florida’s $500 private ticker. Do not wait on Lansing to log today’s calls.
  • AG enforcement plus the federal claim is the current two-track file.

What changed: No enacted 2026 mini-TCPA at press time. Michigan signed the multistate FCC letters. Watch the legislature; use the TCPA now.

Left on the table: 86,552 × $500 ≈ $43.3 million. × $1,500 ≈ $129.8 million.

This is a Q3 2026 TeleJustice Academy quarterly law update. Figures: YouMail Robocall Index (estimated volume); 2025 DNC complaint counts and per-capita rates from the FTC Data Book cycle. “Money left on the table” is complaint count × TCPA statutory minimums — an illustration, not a prediction. Robocall indexes include legal recorded calls. Only documented illegal calls and texts support a claim. Educational only. Not legal advice. TeleJustice Academy is not a law firm.
