Iowa layer:
- Iowa Code ch. 714E (telephone solicitation) and the consumer-fraud framework in ch. 714H. Private consumer-fraud actions exist; class actions need AG approval unless frivolous.
- Iowa does not currently run a Florida-style private $500 mini-TCPA. The per-call private number you can take to small claims or federal court is still the TCPA.
What changed: No 2026 mini-TCPA. Iowa signed the multistate FCC letters. The story here is under-enforcement, not missing law.
Left on the table: 15,926 × $500 ≈ $8.0 million. × $1,500 ≈ $23.9 million. Against 263 million estimated robocalls, almost nobody is filing.
