Federal floor: TCPA $500 / $1,500.
Delaware layer: Telephone Solicitation Act, 6 Del. C. § 2501A et seq. Registration and solicitation rules; AG Kathy Jennings enforces. No Florida-style private $500 ticker on the state statute. Your dollars-per-call private claim is still the federal TCPA. Delaware’s size is the trap: callers treat it as a rounding error. Courts do not.
What changed: No 2026 mini-TCPA. Delaware signed the multistate FCC carrier comments in September 2026.
Left on the table: 7,870 × $500 ≈ $3.9 million. × $1,500 ≈ $11.8 million. Small state. Real statute.
