California is the volume king. YouMail: 3,993,702,700 robocalls in 2025, 2,482,325,700 so far in 2026. Los Angeles and the Bay Area stay in the national top 15 metros. 304,497 DNC complaints — 776 per 100,000, up a modest 6.3%, but the largest raw pile in this ten-state set.
Federal floor: TCPA $500 / $1,500.
California layer:
- Automatic dialing-announcing device rules under Public Utilities Code § 2871 et seq.
- Calling window commonly enforced 8 a.m.–9 p.m.
- CLRA and UCL for the sales pitch that follows the ring.
- CIPA ($5,000 statutory figures in some privacy suits) is a website/recording fight, not your robocall Playbook. Do not mix them.
- Watch SB 690 in the 2026 session: it would shift some CIPA private actions to the AG. It does not repeal the TCPA.
What changed: CPRA regulations continue to roll. For the phone, the live federal fight is still consent and autodialer definitions after Facebook v. Duguid. California residents still sue under TCPA every week.
Left on the table: 304,497 × $500 ≈ $152 million. × $1,500 ≈ $457 million. That is complaints only. Four billion estimated robocalls is why California is a series priority.
