Arkansas Quarterly Law Update: 817 Million Robocalls, a State No-Call List, and $500–$1,500 Still Sitting on Every Illegal Ring

YouMail put 817,492,900 robocalls into Arkansas in 2025 and 542,118,500 already in 2026. 24,063 DNC complaints — 793 per 100,000, up 33.3%.

Federal floor: TCPA $500 / $1,500.

Arkansas layer: Arkansas No-Call Registry Act, Ark. Code § 4-99-401 et seq. State list on top of the federal registry. Telemarketers must scrub both. The Attorney General (Tim Griffin) enforces; consumers still use the federal private right of action as the clean $500/$1,500 count. Deceptive-practice claims can travel with the file.

What changed: No 2026 mini-TCPA. Arkansas joined the 49-AG push at the FCC in 2026 to tighten carrier “know your upstream provider” rules.

Left on the table: 24,063 × $500 ≈ $12.0 million. × $1,500 ≈ $36.1 million. Against 817 million estimated robocalls, that is a rounding error — which is the point. The statute pays per violation. Silence is the discount the industry counts on.
