Arizona is the country’s complaint capital. The FTC’s FY 2025 Data Book put Arizona first at 1,028 DNC complaints per 100,000 people. Raw count: 74,752 complaints. YouMail: 839,824,700 robocalls in 2025, 537,576,900 so far in 2026 — about 76.5 calls per person affected. Phoenix remains a top-10 U.S. robocall metro.
Federal floor: TCPA $500 / $1,500.
Arizona layer:
- A.R.S. § 44-1271 et seq., Telephone Solicitation Act.
- H.B. 2498 (signed April 12, 2023) — sales texts to numbers on the Do Not Call list need the same consent or relationship as voice calls. The Attorney General may fine up to $1,000 per violation.
- Arizona UDAP theories can ride alongside a federal TCPA count.
What changed: The 2023 text amendment is the live change. No 2026 rewrite. AG Kris Mayes remains active on consumer and carrier cases through the multistate task force.
Left on the table: 74,752 complaints × $500 ≈ $37.4 million. × $1,500 ≈ $112 million. That is only the complained-of slice. Eight hundred million estimated robocalls is the rest of the iceberg.
